I am looking for a good eye cream that works that i can buy at like a walgreens or walmart. If you have any advise please let me know .

Try a product from Garnier, Oil of Olay, or Revlon. Oil of Olay has been around for ages, and though their stuff can be a bit pricey, it is often totally worth it.
