Should old Makeup be completely removed before applying new ?

On the same day, after few hours if one wants to apply makeup again, old one should be completely removed or touch up is good enough?

It depends on what you want to touch up.
Only at night, you should have to completely remove it. but if its little stuff, your fine.

What are the correct steps when applying makeup?

Ok so im new to makeup and im clueless about it but i want to become an expert
so to my knowledge these are the steps to applying Make Up in:
1. moisturize
2. primer
3. foundation
4. concealer
5. Loose Powder
6. eyeshadow
7. eyeliner
8. mascara
9. lipstick/gloss

am i correct or do i have these wrong?
help please(:

Well this is my way to apply make up
1. Moisturize
2.Primer
3. prime my eyes and then i apply my eyeshadow.I wear shimmery neutral eyeshadow and i hate fall outs so when it does, it gets on my foundation and i have to wipe it off which wipes off my foundation.
4.concealer
5.foundation
6.eyeliner
7.mascara
